I followed the same steps you did and uninstalled sims before realizing that the EA app does add a mod folder but to a slightly different file path: instead of just C:\Documents\Electronic Arts... you need to follow: C:\Users\*your user*\Documents\Electronic Arts\The Sims 4\Mods.
